Technical Director of Air Quality and Senior Engineer

Joe Peré is INTERA’s Technical Director of Air Quality and serves as the organization’s corporate technical authority for air quality engineering and sciences. He also serves as the Director of Air Quality Services for INTERA’s Environmental Line of Business, specializing in air quality permitting and compliance, disaster risk management, process engineering, and climate change issues. He began his career 18 years ago in the oil and gas industry, and has served in engineering and business operations roles in support of well testing, hydrocarbon analysis, and production and reservoir engineering. In 2011, he transitioned into environmental consulting, where he has been specializing in air quality and regulatory compliance issues for the chemical, manufacturing, high tech, radioactive waste, agriculture, and pharmaceutical sectors.
Mr. Peré supports his clients in complying with federal, state, and local air quality rules, for which he has analyzed numerous processes and facilities to evaluate the effects of emissions on offsite receptors and develop strategies for complying with environmental regulations and minimizing risk. Mr. Peré’s technical services have included performing and leading teams in air quality permitting, greenhouse gas inventories and reporting, risk management planning, carbon footprinting, interpretation of emerging rules at the state and federal level, regulatory compliance audits, and due diligence as it related to mergers, acquisitions, and divestitures. His commercial role within the air practice has afforded him the opportunity to gain invaluable knowledge of how rulemaking is made at the state and federal levels, and how it affects a variety of industries’ operations. He has also served in a capacity of developing new service offerings and project types to assist clients in achieving their compliance goals and mitigating their risk. In addition, Mr. Peré has worked with in-house and external counsel representing industry on rule interpretation and standard operating procedures development for organizations to internally adapt to new and upcoming rulemaking.
Mr. Peré is based in Austin, Texas and obtained his Bachelors of Science in Petroleum Engineering from the University of Louisiana at Lafayette.
