Frank Steitz is the Director of Division of Air and Radiation for the New Jersey Department of Environmental Protection’s Air Quality Energy and Sustainability Program with 30 years’ experience in Air Quality Regulation and 20 years of managing environmental professionals whose responsibilities include: monitoring New Jersey’s air quality, review and permitting of stationary and mobile sources of air pollution in New Jersey, and the evaluation and planning to implement measures to meet Federal and State clean air requirements.
Frank serves in leadership positions on national and regional organizations comprised of State and Local Air Quality Agencies: State Chair of the Air Toxics Committee and Board member for the National Association of Clean Air Agencies (NACAA); Chair of the Stationary and Area Source (SAS) Committee for the Ozone Transport Commission (OTC); Board member of the Mid-Atlantic Regional Air Management Association (MARAMA); Chairman of the Northeast States for Coordinated Air Use Management (NESCAUM).
Prior to being appointed Director, Frank was the Assistant Director of the Air Quality Permitting Program (AQPP) where he led transformation efforts, including LEAN analysis to eliminate waste and improve the quality of permits, and the NJDEP transformation plan for an effective organization. Under his leadership, AQPP implemented detailed work plans for all technical staff, expanded the use of general permits to major facilities, and has converted all permitting actions from paper submittals to electronic submissions and issuance.
Frank has a Bachelor of Science in Mechanical Engineering from Lehigh University and a Master of Engineering Environmental Engineering from Pennsylvania State University.
