Abstract Description: The landfill industry spent several years reviewing proposed rulemaking. Currently, there are three federal rules that may apply to active municipal solid waste landfills. The first is 40 CFR 60 Subpart XXX - Standards of Performance for Municipal Solid Waste Landfills That Commenced Construction, Reconstruction, or Modification After July 17, 2014. The second rule is 40 CFR Subpart OOO - Federal Plan Requirements for Municipal Solid Waste Landfills That Commenced Construction On or Before July 17, 2014. The third rule is 40 CFR 63 Subpart AAAA—National Emission Standards for Hazardous Air Pollutants: Municipal Solid Waste Landfills and Have Not Been Modified or Reconstructed Since July 17, 2014. Considering these three recently issued regulations, NSPS Subpart XXX, Federal Plan Subpart OOO and NESHAP Subpart AAAA , this presentation will look at some of the success stories, frustrations, and roadblocks that landfills across the United States have had to navigate since these rules were implemented. This presentation will look at specific examples of inconsistencies in between the overlapping rules, issues implementing proposed compliance tests methods, approved alternatives that have been issued, and other items that are yet to be developed from these new regulations. Attendees will come away with an understanding of the applicability of the current federal municipal solid waste landfill regulations and some positive and negative issues that landfills have had to face implementing these rules over the past few years.
